No...  but I've set up a cronjob to do nightly source releases to 
/snapshots, and I've udpated the PyPI entries for PEAK-Rules and 
Contextual, so it should be possible now to easy_install both 
PEAK-Rules and the Trellis now without needing Subversion installed.
