[PEAK] Upgrading required Python version

I say go for 2.4 before you get more users than you already have!  I 
think (although I could be wrong), that most of the PEAK userbase would 
have no problem upgrading to 2.4 either, if they haven't already.  
Getting rid of custom builds of 3rd party components is always good, 
too.
