[PEAK] Distutils dependencies sprint at PyCon?

You might benefit from looking at gentoo linux's Portage/ebuild setup for
ideas (written in Python). It's the best-designed distribution/dependancy
system I've used - far better than *BSD portupgrade and Debian apt.
