Tweak to ensure that rule-defaulted cells can have their values overridden
if they haven't been read yet.  At this point, it's pretty clear that
cell initialization for components is SNAFUd big time, even though this
appears to make everything play nice...  for now, sort of.  You shouldn't
have to set a value for a cell in order to override a rule, for one thing.
And the rule shouldn't have to run in that case, either.  I think.  :(
