Given the preceding change, there's not much point to having a
GlobalConfig.config_filenames property any more; changed to simply call
loadConfigFile(fileNearModule('peak','peak.ini')).  (Also added the
'config.fileNearModule()' function to easily find a configuration file
located in the same directory as a module or package.)
