and http://cheeseshop.python.org/pypi/setuptools reads:
"""setuptools is a collection of enhancements to the Python distutils (for
Python 2.3.5 and up on most platforms; 64-bit platforms require a minimum
of Python 2.4) ..."""
Python 2.4 is required, due to a bug in Python 2.3. At the least, you
would have to backport the fix that appeared in 2.4, but if you're going to
have to rebuild Python anyway, then you might as well use 2.4.
