[PEAK] Upgrading required Python version

our company uses 2.3.

we do not plan to upgrade to 2.4 at the moment.  i hope we will next year.

on the other hand, currently we do not have a need to upgrade PEAK 
either.  still, it would be pleasant if 2.3 compatibility is kept for a 
while.
